About Enrollment and Retention Targets:
Amendments to the New York Charter Schools Act require that both the SUNY Trustees and Board of Regents prescribe targets for the enrollment and retention of: students with disabilities, English language learners, and students eligible for the Federal free and reduced price lunch program.
The targets must be comparable to the enrollment and rate of retention of such categories of students attending public schools in the district (or Community School District in NYC) where the charter school is located.
Ultimately every charter school in New York State will have assigned targets, either as: 1) part of the new application process for schools chartered under the Request for Proposal (RFP) process; or 2) as part of the renewal application process for all schools.
Staff of the SUNY Charter Schools Institute and the New York State Education Department Charter School Office developed a proposed methodology to establish targets and release that methodology, along with a number of information resources for public comment.
Public comment was carefully reviewed and the proposed methodology was refined as a result. The SUNY Trustees approved the proposed methodology on October 2, 2012.
