2019 SUNY Request for Proposals – Round 1 Cycle

The SUNY Charter Schools Institute, on behalf of the SUNY Board of Trustees, is pleased to announce the release of the Draft 2019 SUNY Request for Proposals (“RFP”) to establish new charter schools, and for existing education corporations to operate additional schools. The Charter Schools Act of 1998 (as amended) requires SUNY to accept charter school applications by way of a Request for Proposals process. The statute mandates that SUNY issue a draft RFP for public comment prior to issuing the final RFP.

The Institute welcomes your comments and encourages you to share the draft document broadly. 

The Institute will accept comments via email to: [email protected] and via mail to: SUNY Charter Schools Institute, SUNY Plaza, 353 Broadway, Albany, NY 12246, through 5 P.M. on December 5, 2018.

The Institute will review any written comments received by the deadline and consider the comments in finalizing the RFP. The Institute anticipates releasing the final 2019 RFP and a summary of the comments and the Institute’s corresponding responses on December 12, 2018.

The SUNY Charter Schools Institute (“Institute”) announces the release of the 2019 SUNY Request for Proposals (“RFP”) to open new charter schools in New York State, including New York City.  The New York Charter Schools Act of 1998 (as amended, the “Act”) requires New York’s charter authorizers to solicit applications to establish new charter schools by way of a Request for Proposals process. The statute also mandates that SUNY issue a draft RFP for public comments prior to issuing the RFP.

The Institute has noted some confusion regarding the Applicant Eligibility section of the 2019 RFP Request for Replication Proposals. The Institute intended the language in the RFP to allow proposals from education corporations opening all unopened charters consistent with the opening dates indicated either at the time of proposal approval, or after the standard allowed one or two authorizer approved planning years under Section 3.1 of SUNY Charter Agreement. The Institute has clarified the Applicant Eligibility section of the 2019 RFP’s Request for Replication Proposals as set forth below. In fairness to all applicants, the Institute will permit any otherwise eligible applicant to submit an Intent to Apply Form and Proposal any time prior to the January 9, 2019 Proposal deadline.

The State University of New York Board of Trustees (“SUNY Trustees”), in its capacity as a charter authorizer, has received proposals in response to the 2019 SUNY Request for Proposals Round 1 Spring Cycle. The deadline for this round of applications was January 9, 2019. The public list indicates only receipt of a proposal. Inclusion in the list does not indicate that the SUNY Trustees have approved or will approve the proposed new school.

The SUNY Charter Schools Institute (the “Institute”) has completed its initial review of new charter school applications submitted in response to the 2019 SUNY Request for Proposals Round 1 Spring Cycle, which were due on January 9, 2019. The updated public list includes information about applications that based on this initial review met minimum eligibility requirements and were complete enough to warrant further review.

Upon recommendation of the SUNY Charter Schools Institute, the SUNY Board of Trustees’ Charter Schools Committee (the “Committee”), acting on behalf of the full SUNY Board of Trustees, approved resolutions to approve 13 new charter schools.
